Can I remove my windshield washer system for ITA?

I swear when I built my car back in '04 that the GCR said I couldn't remove my windshield washer bottle or pump, but looking at the '09 text, I can't seem to find anything on it at all. I know if it doesn't say I can, I can't, but does anyone remember this being a rule of old that got axed, or am I going batty? I would love to relocate my brake duct intakes to the fog light holes on my 95 Civic, but the washer fluid bottle is directly behind the driver side one, and is kind of, well, it's right in the effing way.
I'd love to move the ducts to the fog light holes so I can install my oil cooler in the other half of the front grill where the brake ducts currently are, rather than directly in front of the radiator, where I'm concerned it will affect the air flow to the radiator. Who's got some tips?

Cant remove it. Yes, its in the way. Did the car come with brake ducts? If not put them in the fog lights, add you cooler in the grille.

Radiator is open, right? Get a better one and run the cooler/ducts in front, and you shouldn't have a problem.
