Default Rev Limiter Problem, PLEASE HELP!

Hi Honda-tech,
I recently swapped my 2000 Ls for a rebuilt B18C. I did the wiring myself using sensors from an old gsr harness soldered and heat shrinked everything. I have a chipped P28 and a stock 95 P72. The problem is that I can't seem to get the car to rev past 5500 rpm. I have checked and rechecked the sensors and timing. Everything is where they're supposed to be. The car is running an OBD2B to OBD1 conversion harness, and I know that my ECU's are good because they run perfectly normal in my other GSR. Everything in the car is OBD2 upto the jumper harness. I've tried changing distributors, TPS, and MAP sensors but nothing seems to work. The car will not rev past 5500 even after it warms up. Can someone please please help me out with my problem? Any input is much appreciated. Thanks.

Yes, all vacuum lines checked. I had to run the line from my manifold to my Eap valve via the brake booster hose and noticed that the hose is collapsed when the engine is on. Excessive vaccum? I also have a hose from the stock catch can on the back of the block to the manifold which is also collapsed at idle.

Yes, I've checked and swapped my dizzy for 2 working dizzies. Still does the same thing.

check your oil level, also any CELs

Oil is full and there are no CEL, CEL light works but there are no CEL's on.
