Default Is there supposed to be a gasket/cover over the blower motor on 95 integra

im pretty sure this is why my car is leaking water into the cabin on the passengers side by the ecu

i took off the cowl and everything, and there is no cover over the opening for the blower motor.. is there supposed to be? i thought i read somewhere that there was

there is only like an inch of sidewall protecting it from letting water get in, so it also seems that there is a lot of water pooling up in there, im going to take off my fender as well and see if the passages there are blocked or something

it just doesnt make sense!

any help on fixing this issue is appreciated
thanks

Yes it's supposed to be open. My car looks like this under the cowl:

My car leaks by my ECU also, but it's coming in through the frame rail. It will have to be cut and welded in order to fix it.

my car leaks really badly, like 1/2" to an inch of water pooling up in the floor, how exactly do you go about fixing this problem?
