Default High Fuel Pressure??

Im running about 55-65psi of fuel pressure at idle. Car is a 93cx hatch with a B18B1 swap running an OBD1 harness. Fuel system is completely stock. I tried replacing the injectors, fuel rail, fuel filter. I dont know what could be causing the high pressure. And im positive its not the gauge!

Fuel pressure regulator, blocked return line are what I would have looked at first. 94

The return line was replaced last summer so i doubt that is an issue.

I figured out there was an extra washer on the nut side of the fuel line from the filter to the regulator, i took it out and it dropped the pressure down to 50psi. And i put my adjustable regulator on and adjusted it and got it down to 40psi.

Problem is now i still lack power on the lower end and now it sputters ocassionally, mostly in lower rpms and just cruising.
Also at idle, its running very lean, my wideband is spiked on the lean side. Under power its around 13-14.
