Icon2 Hondata and OBDII- Emissions

I am considering some form of boost for my 99 em1. Looking into engine management options, I like the sound of Hondata the best. But after researching, the Hondata requires to switch to an OBDI ECU. I live in a state where emissions testing is done by plugging into the ECU. That being the case, will I not be able to pass emissions? Thanks

They won't be able to connect through the OBDII port so they'll likely run you on the rollers.
