Default OBD0 motor in OBD1 hatch HELP!!!

Im posting this for my brother in law. Neither myself or him know **** about swaps. He bought a 93 hatch with a b18b 90-91 integra motor in it. The car is still running the stock ecu. (i think) At start up the revs bounce up and down for 5 minutes then smooths out and also the car runs pig rich. Hes got the PR4 ecu and the obd0 to obd1 jumper harness, but not installed. What else needs to be done to get the car running properly? Thanks!!!!!!!
