Yes a P13 map will work on a chipped P28 ECU. Just remember that it would be a base map. Some slight/fine tuning would still be a good idea. In order to get it to perform properly.

*Edit - IIRC You won't have the use of ECU controlled IAB for the H22 manifold. Unless you physically add the components to the P28 ECU.

Seriously - Accord FAQ

I get the impression you don't know anything about chipping ECU's and I'd suggest buying a pre-chipped and pre-flashed ECU with an H22A basemap. From a company like Phearable, since I have an inkling that's your next question.

I'd recommend using a chipped P72 ecu, since they have the IABs and you can obtain that from xenocron, phearable, or Honda-Tech user Monotech. He does great chipping work and can add IABS to a P28.

Then use your knowledge and read the Accord FAQ for H22 swaps

I'm running a p28 chipped with an H base. I bought it from my local tuner already chipped.
