Default need some help with harmonic balancer

I have an HF motor all rusty and worthless in my yard but I need the "drive" pulley from between the oil pump and harm. balancer but I cant get the balancer off , I took the bolt off easy without air tools , and I bought the tool to take it off , the little peace sign tool, I forget what they call it but anyways it doesnt fit so I cant use it , any advice on how I can get it off? my next resort was a hammer and chisel and just crack the pulley in half.... I am not using this motor nor will I ever so I dont care I just need the drive pulley and oil pump....

I wish .... Ive hit it pretty damn hard from the back with a hammer , noticed its pretty frail... I think it might just be chisel time....i think its the rust holding it on
