There are more then a few reasons an engine overheats, loss of coolant is #1, are you constantly adding coolant?

Coolant not circulating, either thermostat, [stuck closed] water pump, [not working] or a blockage.

Air flow through rad should not be a problem when car is moving even if rad fan is not comming on so overheating would only occur when not moving.
Is the rad fan not on when engine is overheating?

Rad is too small, is it a full size or half rad?

How much of rad is blocked by inter-cooler?

Check the obvious things first, pull the thermostat and see if if engine overheats with out one.

Check temp. of upper and lower rad hoses, and let me know what you find. 94
