89 CRX SI upper control arm/ball joint assembly
Not knowing anything about suspension I had my car checked out at the local tire shop and was told the rubbing sound I was hearing as I back out of my garage and turn my steering wheel right was probably the ball joint going out.
A little history - axels were replaced last year and deemed to be good, and a camber kit, alignment, and 4 new tires were put on last month as a last resort to save my tires from wearing on the inside. They said this was the only way to prevent the tire wear because the camber was non adjustable.
I did lift the car noticed the passenger side tire when grabbed from the top and bottom and pulled tward me had a bit of a wiggle. Almost like a loose lugnut. The drivers side was tight. I asume this is a loose ball joint?
Question, is $600 to replace both upper left and right control assemblies with ball joints and a alignment a fair quote or am I getting ripped off?

Before you do anything, confirm this is indeed the problem. Have a friend wiggle the wheel as you did, while you poke your head around inside to find the play. If it is coming from the upper ball-joint, replace the arm.
The parts can be had for $113 each from Hondapartsnow.com. I only say this cause I'm not too crazy about aftermarket suspension arms...

It's pretty simple to replace them if you know how to pop a ball-joint. Aside from the ball-joint, all you do is remove two bolts. If I were paying, I wouldn't expect more than 1 hour of labor for this job. Pass on their alignment and just drive the car over to Sears. Swapping UCAs won't change the alignment very much anyways. $60 for 1 year laser alignment with no headache.
PS: What sort of camber kit do you have on the front? Usually these replace the UCA or the UCA mount bushings. Perhaps a loose adjuster bolt is the source of your problem. This would explain the play in the direction you described...
