B18B Lacks Power

Swapped in a B18B to my 93 hatch. Its now running after dealing with a ton of wiring issues. But it lacks power. Feels like im towing a fully loaded trailor with my hatch. Its almost like the timing is off. But my cam timing is dead on and ive tried to take a timing light to it and change the position of the distributor, still lacking power. Idles normal when its cold, when it warms up it idles very low. I had a virgin P75 ecu in there, and i tried my p28 with s300 and put a basemap on it, that didnt help. I originally had a boosted D16, so i had a 255 fuel pump and a fuel pressure regulator. So i put the regulator on and my guage was reading 90psi fuel pressure at idle. So i tried to adjust the regulator, car wanted to die. I put a stock fuel pump in it, and it dropped down to 55psi, still ran like crap. I changed plugs, wires, and my distributor, still no change. Even wierder, i took off the B&M fuel pressure regulator and put a stock one back on, now the pressure went back up to 80psi, that is with a stock pump, fuel injectors, and regulator. It makes no sense. I am stumped, i have no idea what to do next.
Hondata s300 was reading my O2 at 0.00V as well.
When its idling real low after warming up, if i pull off the vacuum line at the regualtor, the motor idles better.
After changing the wires and regulator, it runs a little bit better, but still nowhere near where it should be.

Had a similar issue on a 93 after I swapped in a D16Y7. The problem was that I used the wrong valve lash specs. I found this out after I checked compression (down to 90psi) and after I noticed an unburnt fuel smell.
I thought the timing jumped. This may not be your problem. But check your compression.

Well, i changed the ignition timing around a bit. On the upper end, it has good power, but still lacks power on the lower end. Anywhere below 4000-4500 rpm, it is doggy.
Plus i noticed that im getting really bad gas mileage. I went through almost a full tank in under 200 miles.
