Is fuse 31 (hood), 24 (dash), or 18 (dash) blown?

Give more details.

Did you check the three fuses with a multimeter?

Does the CEL remain ON steady with and without the service connector jumped?

With the key in ON(II), does battery voltage get to both the distributor and the main relay?

I am not throwing a code that would stop it from getting spark or fuel. No I didn't chec the fuses with a multimeter.

Do the distributor and main relay get battery power? If not, go back and check the ground wires again.
