my a/c kicks on and off, it blows ice cold, is it normal?

just wondering, is it supposed to run all the time and not cycle off? it blows ice cold within mins. the fan works too.

It's normal for the ac compressor clutch to cycle on and off

It's normal to kick on and off but if it was kicking on and off and not putting out air you would have a problem
