i have a GT2871R and for some reason the bearings got badly damaged and the shaft is crooked so the turbo is 100% scrap and non rebuildable. it only had 2300km on it and im extremely pissed about the whole thing. my turbo guy said he can convert my turbo to a sleeve turbo for about the same price it would of costed me to rebuild it. around 650$ cnd. a new ball bearing turbo is 1400$ cnd. will it make a huge difference spooling wise? what else will i notice?
You can just buy a new CHRA, I had to do that last year I only had 1500 miles on my BB 67ho when something clogged the restrictor and boom it was cooked.
A small turbo like G/T28 you really aren't going to get anything from ball bearing. A big turbo, like the previous poster's BB T67, there's a big difference in re-spool up between shifts and that's where BB comes in handy.
Frankly, the exchange program is your ticket. The resale on your turbo, if you need to move it, will be a lot higher for the same outlay of cash.

when they say "*At a minimum, the center housing must be re-usable to qualify for this program." that means they just need the housing itself gutted? ill give them a call on monday and see what they have to say.
This is referring to the bearing system Center Housing Rotating Assembly (CHRA) aka "center cartridge" must be in good condition in order to be part of the exchange program. This means the warranty is limited to wheel/shaft damage before it will be CONSIDERED for replacement. If the CHRA has failed (i.e. radial or axial play, or saturated oil pressure) it will not be honored

No. Unfortunately, in a situation like that the exchange would not be honored by Garrett.

that would cost me around 950$ plus the cost to change the flange for the exhaust. im hoping the garrett exchange will come out cheaper then that.
