putting on license plate on 2007 s2000

I just bought a used 2007 s2000 and i am confused on how you put the license plate. I tried this morning and i put the bolt in and its still hanging down

1. Hold license plate up to holes
2. Put bolts in holes
3. Tighten bolts

theres only one hole
the person i bought it from never put the front license plate on

Either your bumper is shaved (I doubt it) or you don't see the 4 holes in it. They sell bumper plugs to cover the holes. Maybe your car has those. Just leave the plate off, it looks way better.

you should leave it off depending waht city you from, in southern california, the cops gives you a ticket from 25 to 50 dollars without having front plates
