Default Help form a budget for a noobie

Well just picked up a EM1 five days ago and the fenders are banged up pretty bad. Came with some replacement fenders, but they are heavily faded and scratched. So I figure if I am going to bother painting them I might as well tackle the whole car. Now by no means is this a show car, nor expected for it to look like one. I just want a simple clean respray.

With that said I need some help working out a budget and some help. My main question is with scratches how do you fix them for them to come out even with the original paint before painting?

Now as far as budget I have no idea for material cost. Will probably just go with some decent (not expensive) auto paint, like Sherwin Williams. I found a gun with regulator and water trap for $65. What all do I need and what estimated prices can you give?
