Default fresh rebuild, wont rev past 3k

hey as some of you know i blew my ls/vtec up last month due to oil pump failure, well i got a new bottom end, rebuilt the bottom end and now when i start it it idles at 2k, it runs fine for a while but after a bit the engine starts acting like it's starving on fuel. when i rev it up it hits 3-3.5k rpm then it acts like it hit a rev limiter and if i let it sit the car will just die. any ideas at all????
