Clutch slipping?

Lately while breaking in my new motor, the clutch or something has been really awkward. I was trying to get up a hill one day and was letting the clutch pedal out but it was just about at the very top until it grabbed and the car barely made it up.
I took it home and adjusted the clutch cable and it is as tight as it will go, yet still catches just about at the very top but the pedal feels notably different halfway coming up, like as if it wants to spring up quick.
Also, while drving, the car barely moves until it gets to 2000 rpms. Yeah, it's normal for some bog but it barely moves in my case. The car also has a few surges while driving every once in a while.
Do you all think maybe the clutch is going bad? Thanks for any input

The clutch I had to buy used from a friend because the spline count was different on the older tranny than my old cable ls. It's a no name stage 3, 6 puck clutch and looked to be thin but people told me 6 pucks were all notably
