'98 Civic, horn and cruise control do not work?

This has been the case since I bought the car. The front end has been resprayed a slightly different silver color, so I know the car has been in an accident, and I assume that the airbags deployed at one point. I checked under the hood and all the components are still there and look fine, and also the CC light on the dash comes on when I try to engage it, but it simply doesn't hold speed at all. Also neither horns work, are they both run off a same relay, or what? What are some ideas to diagnose this? Driving several hours on the interstate with no CC FTMFL.
One possibility is a bad cable reel (aka clockspring) in the steering wheel given that both the horn and cruise control both require this element to be functional.

I are bamboozled by wiring diagrams. I searched and found the clockspring(never heard of such a thing lol) in a few threads like this, so I guess I will start out with that. Also, would this part being bad cause the SRS light to come on? I've never had such a thing, or any other dummy lights.
Here's how to access the "clockspring". Several different wires pass through the cable reel, which can be damaged in a way that affects some but not all wires.
