It is probably the fuel sender. There is a certain voltage that must be sent from the fuel sender in the tank to the fuel gauge if it isn't the correct voltage then you get always full or always empty. Check the wiring from the fuel sender and see if it is alternating voltages...if it isn't then the fuel sender in the tank is bad and you have to replace it. If the voltages are fluctuating correctly then it could be the dash gauge.
yo sup man I have this EXACT same problem in my 1996 honda civic SI. ALSO symptoms of mine is bogging out almost and losing almost all power like it miss fires as im riding along, but hitting the gas seems to straighten it out. i couldnt figure it out either and i still have this problem so between me and you lets get this fixed aye? :p
Today i have my back seats out and the cover plate off my fuel send unit/gas tank area. the area was rusty/corroded/all dirty, i took flat head screw driver to it and loosened all the dirt grime rust and everything else then vaccumed it all out. I disconnected the wire harneses from their clips, and inside the clips there was all kinds of gunk and white grease so bad I couldn't even see the solinoids or connectors inside lol. At that point it was getting dark so i left it for today. Tomorrow I'm going to try and clean those up and try and remove the bolts holding the sender sender unit in place... I don't know what I'm getting into here I've never seen the inside of it before or even the sender unit itself before. Any pictures or help of remove or w/e on this process if any1 has it would be greatly appreciated.
Also Ive never usaed a volt meter before or know how to test wires for voltages could anyone point me some info or tips on how to check/where to check these wires for the volts? thanks in advanced.

Integra4lyfe,
I'm not sure if you are having the exact same problem that I once had, but your car seems to be acting very similar. It might be that your main fuel relay is going bad so if you get the chance, check it with a volt meter to make sure it's working properly. It's located under the driver side dash over by the fuse box

also is a volt meter better then a multimeter? or what . lol

how do i remove the fuel pump? is that underneath the back seat? would i be exposed to the fuel tank if i take it off? cause that could be a little dangerous i think....can i only change the floter on the fuel pump or i have the change the whole fuel pump?
i really think is gonna be the floater cuz as soon as the car starts moving the fuel goes to F...i can have the car on and the neddle is ok..it goes to F when i take a corner or something like that...
lets get this problem fixed for two people....thanks guys

i have my back seats out and the silver plate off, opening that plate only reveals the gas tank and the wires etc, takign it off wont expose the inside of the gas tank tho only the outside which is totally fine.
im currently testing my wires for voltage for the sender unit, I aswell would liek to know which one the fuel pump is and which one the fuel sender unit is because i see two below the silver plate

Integra4life,
I forgot where I saw the specs for the main relay and which ports to check, but I'll look around and see if I can find ya some directions...
