Vtec still not working.
do you have any check engine lights on? TPS is just the throttle positioning sensor and i doubt unless its throwing a code that it could be causing VTEC not to work.
What type of ECU do you have? judging by your display pic it appears to be a 92-95 so the ECU should be P28.

If a rev limiter is kicking in at 6400, it's your ECU that's doing it. You need to either get ahold of another ECU or reprogram the one you have. Even borrowing one for few minutes will tell you for certain if the computer is causing your VTEC problem as well.

what all did you check and how did you check it? are you sure your solenoids not the problem? hows the oil? any other problems as in driveability fuel milage? anything
no it wont be the tps cause if that was bad one of two things would happen.. either your car wouldent start or it would idle fine but as soon as you give it gas would die out or just straght up run like ****..

so you already did a voltage drop acrost the solenoid? what you get?
the reason its limiting you at 6400rpm is cause the pcm knows theres a problem and its not gonna let you get into the range you need vtec..
how do you know theirs no code? did you actually do the correct procedure to find out?
