Default Fuel problem

94 ex 4 door 5 speed I know the gas gauge is off because I can fill it and it will only go up to 3/4 tank when full. But when I get down to a 1/4 tank when I hit the brakes to stop the car it will stall. then I have to come to a complete stop then restart the car. Is it possible for the fuel pickup to have broken off in the tank not allowing me to get all the fuel.

The gas light will come on after driving awhile with it stalling. It has never actually ran out of gas yet. Just trying to get some insight before dropping the tank.

No I haven't done anything yet just trying to get ideas before I go replacing parts blindly seeing if anyone else has had a similar problem to mine.
