rear brake lights wont turn on

Default rear brake lights wont turn on

well i just install a si spoiler on my 97 coupe. i did as the instruction says. i connected the color code wires. And this is the problem, when i went to test it out. i step on the brakes the rear lights wont turn on. Even the spoiler wont. when i turn on the lights everything lights up fine. Both the turn signals work. and i went to test it out (now with the lights on) it still wont work. Any idea whats the problem? any help would be great.

Check whether the brake lights fuse is blown.

ummm...not to sound like a dummy but...is the fuse thats for the brakes lights under the steering wheel or the engine bay? this is my first time dealing with these problems..
