Default Is this what a new clutch is suppose to look like.

this is a brand new exedy replacement clutch kit, was 115 shiped to my door ive never seen a branc new clutch, but are these string things suppose to be? (motor jdm b16a2) clutch is for 99-00 civic was told it is all the same correct me if im worng. It came with throw out bearing, exedy bearing lube, aliagment tool, and some other bearing or something. It comes with a warrent as long as the flywheel is resurfaced and installed properly which im bring it to SynapseMotor sports as they hook me up on good deals. It's funny on the instruction as they have cartoon chacarters showing you what to do lol.

Looks completely normal. Exedy/daiken clutches have fibers like those in the pictures, some other clutches (dynapack for instance) don't have the fibers. I really couldn't tell you why they do or don't have the fibers, but thats definately a new clutch and those fibers are completely normal.

are you installing a new flywheel? if not, i strongly suggest you machine your old one.
but as i always say, "While you're in there, might as well put in a lightweight flywheel".

A lighter flywheel makes the world of difference.

The fibers are the result of the type of material the clutch surface is made out of. Most clutches utilize some type of kevlar which is a fibrous material. They cast, extrude, or press the fibrous materials in to those little pucks. So, you will see a few strings of kevlar fiber here and there on most new organic clutches.
Here is some information about kevlar clutch materials.
