Odd Idle Problem
When starting my accord(96 non v-tech 4 cylinder) It will idle fine, staying at higher rpms until it warms up. However, once I hit the throttle or shift into gear and then back into park or nuetral, the rpms will jump up and down. The car idles fine when I disconnect the IACV, however the idle is at about 1000 rpm on the tach, which I believe is a bit high and I can not lower the idle any lower with the idle adjustment screw, so I don't know what can be the problem?
I have tried spraying with carb cleaner and starting fluid on all the vacuum hoses and can't seem to find any leaks.
Is there any way I can discconnect the IACV and trick the computer into thinking it's still connected? Just so I can pass inspection? The only reason I failed was my uneven idle.
I also pulled the ECU fuses yesterday to reset it and let the car learn the idle, it idled fine for over 20 minutes however as soon as I went to change the gears it started bouncing up and down again once it was in park again.

What I did is take the FITV (Fast Idle Thermo Valve) off the car, there is a screw inside it that you have to tighten. This fixed my problem, when I started my car cold before the fix it idled around 3k or more now its down to 2k or below. Here is a link to the DIY to fix the problem. Nope, it's not the timing belt. I actually figured it out after doing some more searching online. I disconnected the IACV and knew my base idle was too high so I figured I had a vacuum leak, turns out that it was just my idle being set too high. I was adjusting the wrong screw(throttle stop), instead of the flathead idle speed screw that was hidden. Passes inspection and everything is good.
