Thinking about getting another 98 civic hatch owner says that the "speedometer works intermittently" which probably means never. My question to you is if the Vehicle Speed Sensor is bad would this throw off the mileage recorded to the odometer as well?

 

Yes, the speedomter, odometer, and tripmeter all require the speed signal input from the VSS.
