Help, hydrocarbon levels too high

My first post!
I just got a new b16a3 del sol after having the d15 for 5 years and the new one won't pass emissions. The co levels are fine, but the hydrocarbons are way high (875 idle, 350 high rpm). I have already checked the plugs, wires, and o2, and I think it's a vacuum leak so can anyone tell me what the red arrow is pointing too in the attached image? I am missing that cap, so it is just an open plug, and when I spray starter fluid in, obvious I get a fluctuation in idle. I also had a pretest done with an empty tank and 3 bottles of heet in, but it still failed the idle test (although much closer...) I'd rather just fix it for good, any ideas or thoughts? Thanks!

neither... it is an on off switch.
it just opens and closes the two lines that it connects.
your looking in the wrong area for fixing your hydrocarbon issue. list all the mods you have done.

None, it's all stock. The pic i posted is not my car, mine is missing the black cap and air is free flowing in the connection where the cap goes. I sprayed starter fluid in the connection where the cap should be and obviously the idle changed so I know that air is moving in and I thought if there is too much air, then the o2 would adjust by adding fuel...? Does that seem feasible, or am I way off? Thanks again.
