some used coilovers,a good security system...and a good sound system.
think about it, how many times will you run your car, say at a race, or at a track? not very often right?(so hold off on building the motor)
Well how many times are you gonna roll over potholes, or want to take that on ramp fast? MUCH MORE RIGHT? (so get a good suspension setup)
and how much are you gonna listen to music in your car? ALL THE TIME! (so get a decent sound system)
And good security never hurts anyone but thieves.
so i say work on things, that you are gonna benefit from the whole time youre in your car.
just my .02

suspension or save for a turbo and tune. you could get a tunable ecu since you'll need one anyway. it really depends on your goal with the car. drag racing = turbo. autocross, not so much. suspension, brake pads and gearing will be the golden ticket.
A: type r
B: expensive mods
the op has a base car you could find on any corner. still not a bad idea but not really a high priority target.....even though anything can get stolen
i saw a 4 door integra with a jdm front lip pretty dirty but for that little money suspention, subs that pound and a security system if ur that worried about it
How many miles are on that car? The motor looks clean.
Be sure you're all good on maintenance first.
I would get a decent suspension setup, like Koni & GC or PIC. Or get a 98-01 front.

well with one point ledt on my license a turbo will just get me in trouble i already have a deacent sound system too, but what are the difference between springs and coil overs? i was thinking about a lip or something im a lil scared to spend that much on a properly functioning car will it make me any happier honestly?
Without a question, spend your money on a decent suspension set up. You will find joy more often with that than with anything else. Or save your money for what you want.
if this is your primary mode of transportation, and im assuming youre still a bit younger (lots of freinds in and out of the car, impromptu trips to the mountains, etc etc) youre probably going to want to keep it a bit comfortable, so id say a good set of lowering springs and shocks for your first most noticable mod (since youve got rims, and your **** will look HOT dropped a little)
i too agree that an alarm would be in your best interest, seen it far too often that someone has the same car for years, never has a problem. they decide to start spending money, they get some rims and a few other flashy mods and they wake up to an empty driveway, all could have been avoided with a nice alarm.
oh also- coilovers are like lowering springs but they have a threaded sleeve and perch for the spring to sit on so that you can adjust the height of the car, not just the single height that lowering springs enable.
also, more commonly, coilovers can refer to the whole adjustable spring and damper combination, and is usually fully adjustable, and much more costly, AND normally geared towards more intense motorsports (youll see the die hards rollin on full coils tho, bouncin around like mexican jumping beans lol)
and as for the rest of your money, put it in a bank account and let it boil till you get out of school, unless youre hellbent on spending money on your car
in which case you should go for the 99-01 front end, itll add a much more agressive look to the front (and clear up that fender gap issue youve got, hopefully)

'OMG ITS WEASLES" youhave a good point i know i dont wanna jeperdize reliability, and as far as alarm im not sure if its neccesary i live in a very low crime area but im sure it wouldnt hurt tho. what all do ineed for 2000 coversion just bumpper and head lights?

"Q: What all is needed to put a 98+ frontend on my 94-97?
A: bumper,headlights,bumper lights,bumper light bracket"
also: a little extra security can never hurt, unless its someone trying to breach it
I would say save it, especially with this economy (and that's coming from someone your age).
But IF this money isn't the only money you have, I would do this:
Spend about $5-600 on a decent set of shocks and lowering springs
Spend the money on a good two-way paging alarm system, they can go for $200+, sometimes when you buy from Best Buy and such you get cheap installation.
Use a little more $100 +/- on maintence parts, cap/rotor, plugs and wires, fuel filter etc..
and do what ever you want with the rest.

No exceptions, get a good alarm ASAP. Unless you dont want the car at all anymore, then im sure a thief would be glad to take it off your hands.
Spend money on the car after you spend money on the alarm.
