you put it on so you know how far you are from the side walk and how far you are to hitting the car in front of you (parallel parking assist)

 

not to thread jack or go off topic but, if you have expensive wheels and such, and need this to be able to parallel park then you shouldn't be trying to parallel park at all nor be driving IMO of course..
