Default Hondata & safc?

My problem is emissions.
When I was just running obd0 with a safc it was easy to pass. I just dialed out 20% of my fuel for the test.

I've since upgraded to obd1 and I'm running a p28 with hondata s100. The tuner that tuned the s100 disconnected the safc except for the rpm.
Now it's time to try and pass emissions and I don't want to pay for a tune before and after to pass. Is it possible to have the safc hooked up and function while running the s100?

I know this is probably not the best way to fix my problem. I just want to get the car back on the road before I start dukin it out with the tuner that took a crap in my ECU.

Have your tuner tune the vehicle, then have him make you a 2nd eprom chip with less fuel for emissions testing.
