just looks oxidized, but cant really tell from pictures. oxidized paint is worse than swirls. youll need some heavy cutting compound and a da/orbital. use megs 105 for starters then something with less cut to finish it up. hopefully the clear is not damaged and just oxidized.
im new to this whole detailing thing
so do i sand it first then use 105 then like 85
and im gonna be rewaxing my whole car so do i use clay bar before i wax but after cut?

use the least aggresive option that you have to. you might not need to wetsand, im pretty sure you wont have to but i could be wrong. ive seen worse oxidation that did not require wetsanding assuming from the pictures that its oxidation your tackling.
will you be using a da or an orbital? also what pads will you be using?
clay is the very first thing you do before anything...well actually a wash is the first thing you do, then clay, then polish/coumpound, then sealant, then wax. sealant is only for durability and does not have to be applied.
like i said i cannot tell from the pictures so i dont know what to recommend but for minor oxidation i have used menzerna sip with a orange pad and a pc7424 and have had GREAT results. i just ordered some megs 105 to speed up the polishing process due to it having more cut. these two polishes need to be followed up by soething with less cut because they leave micromarring of their own.
