Icon2 Brakes Problem

I am having trouble figuring out, the braking problem on my 91Si Hatch. When braking normally the brakes feel fine, the harder i want to press the brakes the more stiff the pedal feels, but the car does not slow down at a greater rate. It just hit a point where the brakes just don't grab any harder.

The booster is fine, i pumped the pedals with car off and, the pedal sank when i turned the car on. Swapped the check valve with a friends and and it felt the same. MC is good too no sinking.

I had a friend come take a look at the car, he saw that i was running a 15/16 master cylinder. He said that could have been the problem, because i am using a stock booster and prop valve.

Could that be the problem? Should i change the booster only or prop valve only? change both? or just go back to a stock size MC?

air in the line? but even then that doesnt make sense because you would have to pump them correct? maybe the shoes in the back are just toasted on the brake? mine brake fine but my e brake part of the shoe is bad. thats crazy man.I hate brakes, those are like the one thing I dont like to do, I will mess with wiring and engine stuff but not brakes lol.

I vote for something hanging up the pistons in the calipers or the proportioning valve failing if your rear shoes are wearing out fast. Or the pads could just be glazed over and have little frictuion no matter how hard you press the brake pedal.
Since the solution is dirt cheap for fairly good brake pads, try R&R the pads first. Wouldn't hurt to replace them wuith Hawk HPS's because they are a step up anyway. While you're doing it check the pistons push back smoothly into caliper.

Replaced pads and shoes with OEM parts, and resurfaced all rotor and drums on Friday. Pistons goes in smooth.
