How to access the distribtor rotor retaining screw?
Ok I've searched with no luck. How in the world can I access the retaining screw on the distributor rotor to remove it and replace it? Thanks in advanced guys for an explanation.

After you remove the cap,
There is a plastic guard under the rotor that pops out...
If you still can't get to it,rotate the engine until you can..

you take of the distributor cap.
If you can see the hole in the rotor then you are good to go.
You may not - so you can either remove the distributor OR give the engine a crank so the rotor spins over so you can see the hole for the screw. Typically it a small allen type screw, but I have seen them with other types of screw as well. Probably depends on the manufacturer. some distributors (you didn't say what engine.. yadda yadda) actually have rotors that slip on and don't have a screw. You may want to tug on the rotor to see if you have one of those if you can't find a screw.

Just like they said, take off the dist. cap. Then should be like two screws to take the rotor off, once out then pop of rotor and the new one should align right up. I take it you come to the conclusion that your rotor is bad either due to the metal stripping being worn off or their is some kind of corrosion?
Thanks guys...I got home and found it was easiest to just remove the dizzy off. I almost stripped the top bolt but I used some PB blaster on it (lubrication to loosen them) last night and all three of them came out pretty easy today.
Popped that little cover under the old rotor and turned the rotor until I could see the screw (phillips screw). Replaced the distributor cap and rotor with OEM Honda parts which came with a new allen screw. Figured it was a good time to replace the plug wires and plugs themselves (with NGK gapped at 0.040") as well as replaced the valve cover gasket and seals (again with all OEM Honda parts).

Oh and this was on a stock 1988 CRX HF.

my exact car, replaced the dist. rotor as well.
mines got 1.6 vtaq though
