i believe 21 has something to do with the vtec solenoid. but if thats throwing a code, how is it possible that vtec still works?

If its OBDII then it is possible that the solenoid stopped working at some point. When that occurs, the computer will store that code even if it only happened once. Just clear your codes and see if it comes back.
the car is wired obd1. its an obd1 jdm p13. would the fact that the motor was from an obd2 car originally matter?
