Default 1993 fuel pump only runs in crank position??

OK guys first of all thanks in advance for any and all help
A little run down put a new fuel pump in this 93 accord 2 yrs ago no problem put a new distributer in it with new modulators and everything a yr ago

then the other day it started doing the typical main relay problem start die start die start die well i re soldered the terminals and wal la the original main relay was still in its factory place and the current one was wire tied into position so anyway i re-soldered the one put it back in place ran fine last night ran around in it today ran out to do some errands got in it after it set awhile and start die start die start die got it running and on the way home the tach was bouncing several times and i could feel a flutter each time.

i get it home and its non-stop start die start die so i go buy a brand new master relay and still the same thing.
if i put the key in the crank position with out the clutch in i can hear the fuel pump run but it wont run when the key is in the on position like it normally would??? i did the jump wire test across the two terminals on the master relay plug and can only get the fuel pump to pump when i put the key to the crank mode?? i went to the fuel pump plug terminals and unplugs and check for contact everything looks good I'm totally stumped is the ignition switch not putting juice to that area when the key is in the run position??
please help I'm clueless ..

and just to let you know the book says remove the steering wheel you dont need to do that.. the electric part of the switch unbolts just fine and slips out no problem took me about 30 mins to change.. problem fixed
