All make Honda rally suspensions.
If you're on a budget could use Bilstein HD's.
Why are you trying to find a set of upper arms?
You can convert your rear drum brakes, but you'll need new parking brake cables. You'll see no rear performance advantage in upgrading your parking brake from drums to discs. Your car will still be there when you get back.
What kind of rallying are you planning on doing? TSD? Rallycross? Performance rally?

im trying to get a set of upper arms(rear upper cambers) because i dont feel like my stock rear upper arms will hold when i come down for a landing with my car. what do you think? i was just thinkin some that were made out of a better material nothin to special. so your sayin that ill have no performance in making my drum brakes in the back to disc brakes? have you done it? i didnt know all the different styles of rallying. whats the difference between each one? what would be the most important suspension parts to buy first?
well i guess im not gonna get far talkin with someone who rather comment on my experience verses being someone whos truely into the sport and would rather knowledge me so hopefully theyll have another competitor. all i was doin was postin a to get some answers so i can race not to be belittled by someone ive never met. if you were my friend i wouldnt care bc we joke like that. but i looked it all up and tds was what i was planning on doing the whole time just didnt know the name of the rallying i wanted to do. i wanted to do the rallying wwhere u do a long sprint and u have a navigator in the car as well. im pretty sure thats tds rallying. my car is fully apart except motor needs to b lifted out and then getting ready to be seam welded all over the inside and out and puttin in a roll cage and fuel cell and painting it all. this i already was planning on doin and knew ahead of time just had questions on a few things. anyways thanks for the web page it really help bc i was haveing problems with comeing up with an idea for my steering rack as well. anyways thanks for the web page

Front lower control arms sometimes bend or break if you hit something hard enough. Rear trailing arms also wear out over time, just keep an eye on cracks where the rear hub mounts.
I was just saying that you won't get a better handbrake performance. I run discs in the rears because they are easier for me to maintain. You'll get marginally better rear braking peformance, but really it is even more moot on gravel because drums are more than sufficient to lock up the wheels. It should be the last of your worries.
First thing you need to do is figure out what kind of rallying you want to do--really this should be done before you even turn a wrench or order a part.
Rallycross can be done with just about any safe street car. It is a closed course, like autocross, only on a loose surface like grass, mud, gravel or snow/ice.
TSD (Time Speed Distance) also can be done with a street car--it is a precision competition, not a race for outright speed. Sometimes these can be quite grueling multi-day events in the ice, snow, gravel or just normal county roads.
Performance Rally is a lot more expensive, but they are outright speed contests.
A lot of people start of with TSD and Rallycross as they build their Performance Rally cars.
I'd recommend going to SpecialStage.com and read their getting started FAQs, etc. in the forums. Much more rally-specific stuff there.

The rules regarding fuel cells are a a great example, are some very specific rules now about how they are mounted, and covered and putting them in a two-box car like an EF civic is a real PITA.
Roll cages also have some pretty specific requirements--you'll need to snag FIA article 253.
Get a rulebook before you do anything else.
Where are you located? Would help to talk to some local competitors too, they can show you a lot of the stuff too, versus reading about it in the rule book. It would also help if you went to spectate or volunteer at a couple of rallies to get an idea of what it takes.
