The fog light fuse is in the # 6 spot below the hood release.
EDIT. or above the hood release..

The fuse isn't covered by the warranty! I will not pay a fuse $30 at the dealer..

So the fuse is missing? How about putting a fuse in? I'm not understanding what you're saying so I don't know/

Are they Honda or aftermarket fog lights? Sounds like "the guy" installed something wrong and should fix it?
How can we help you if it is unclear what you have and who installed it.
Hope you can figure it out.
