Default fuel supply system

the other day my 91 integra was running good, then started hesitating while going up a mountain. then it was fine the rest of the day. that was sunday. i haven't driven the car since then, and when i went to start it today, it wouldn't. i have a code 43, which is a fuel supply system code. my question is, would a fuel pump relay possibly be the culprit? i was told by the previous owner that sometimes it was hard to start, and he thought that it was the relay. i'm getting spark, but i can not smell fuel. thanks in advance.

main fuel relay tends to go bad
