Timing Belt loosens and then tightens again

Hey everyone. I'm gettin my motor ready to start but am having a little bit of a dilemma with the timing belt. I Had it so all the tension was even in all areas but then when I spin the crank, the intake or exhaust side will tighten while the other side loosens up.
I'm thinking it may be the timing belt tensioner?

I know most all of it or so I think. I got the number one and 4 pistons at TDC with the cams all up and the dots on the sides lined up.
On my friends motor we slipped the belt on, turned the cams 3 teeth then tightened the tensioner all the way.

If so, Its suppose to loosen up a little but not alot. Every car ive done always does that. Don't worry about it if its just a little lose.
As you rotate the crankshaft there will be varying amounts of tension on varying parts of the belt. This is because of the pressure put on the camshafts from the valvetrain.
This is also why the "3 teeth" method is used. You turn the crank to a position the belt in such a way that the tensioner is allowed to pull in some of the slack in a certain area.
Without seeing it for myself or getting some idea of how loose yours is it's hard to say if yours is behaving properly. But it sounds like it is.
