Default z6 head with y7 block, timing problems

well decided to do a mini me on a friend swap, used a d16z6 head on his 97 ek with d16y7

no matter what i could not get the timing marks to line up right, he had a cam gear so i did my best to get it going, i ended up setting the cam gear at 7* advanced and its still a dog below 2k, but after that its much better
i reset the timing with a light after every adjustment also

does anyone else have these problems or know what it could be?

is the cam gear for a y series motor or a z6 motor? They are 4.5 deg. different. That would be the obv. starting point to look at
