I am wondering if anybody can help me w/ this issue. I have a Canadian 2001 Honda Civic Dx coupe w/ DRL's. My issue is that whenever I start car there is this whining/buzzing noise coming from something behind the dash and the DRL's won't turn on. At the same time, if I turn on the headlights on high beams, the driver's side wont even illuminate period. I tried replacing the bulbs but no go. I am at a loss. if anyone can help, kudos to u!

 

check for wire shortages.. and fuses

 

funny u mention that...no fuse issues but I ended up pulling the 2 fuses for DRL's to deactivate them. By doing such, the my high beam issue is still there
