How do you remove that garnish plate that's behind the license plate? I have all the bolts loose but there are 2 tabs behind the license plate that seem to be holding it on.

 

there are 9 nuts and glue,two nut look round. i will take pic's tomorrow for you

 

I think that means you have to pull the bumper. In fact I'm pretty sure, as I've done it, and there is a metal bar on the inside that holds the plate, and keeps it from flexing too much and breaking the rubber bumper.
