Default bang for buck

I'm thinking about upgrading my suspension on my 98 civic EX. I've steered away for awhile for a couple reasons.

One is the oem shocks/struts still seem fine, and the cost for a real upgrade is a little out of my budget. My notion by researching being you'll need to buy at least a $500 kit from a well known brand for quality.

Two is my area has a lot of hills, constant inclines declines as well as frost heaves in the winter. So I think adjustable coil overs would be a more expensive but better choice to raise in the winter and lower in summer, however I read even at it's highest it's still a half to a full inch lower than stock.

Really I guess my question is; is it worth buying a setup for me in my area, and is there one spending less than $200 all around. Or is it really only worth it to wait until I have $500-700 for quality and durability.

There are parts you shouldnt skimp out on. Suspension, get at least a decent name brand product that has been proven to work. Dont cheap out on it, you get what you pay for you know.
