Do you have a 96-99 Civic? Is fuse 15 under the dash blown?

It looks like your O2 sensor is bad or disconnected.

For the VSS, check whether fuse 24 is blown and then disconnect the VSS connector (see diagram) and, with the key turned to ON(II), you should measure 12V or 5V at the Yel/Blu or Yel/Wht terminals, respectively.

With the key turned OFF, you should have continuity to ground on the Blk terminal.

Input battery voltage = Yel/Blu
Output voltage = Yel/Wht
Ground = Blk

Pull out your trusty multimeter and learn how to use it to measure voltage and continuity/resistance at the VSS connector terminals.

You may not know it, but you definitely have a fuse 24 under the dash:

Why do you want to cut the ground wire? Do you have a digital multimeter? One can be purchased for $15-$20.
