Plastic Adhesion Promoter?

Can someone please explain whats the purpose for this? I just finished painting my poly urethane lip, and the guy at the automotive paint store said to use that stuff? But I didnt really understand what the purpose of it was for? I thought it was just Primer, Paint, then clear coat? But the sales associate told me to do, Plastic Adhesion first, then Primer, then Paint, Then clearcoat.. Need a good understand on this stuff. Thanks!
you'll see what it does when your paint is no longer part of your lip after you bump something with it

It helps in the adheasion of the primer to the plastic. Makes a chemical bond between the primer and the surface of the plastic. Without it, youre primer would not stick well enough on it's own to the plastic. You would only have your mechanical bond.(scuffing of part)
