Default 98 EX Spedometer and turbo times quite working, CEL came on

I just went to the gas station on a beer run, and my spedometer isnt working but it does jump on from time to time but goes right off. My turbo timer also has no power, and my lights on the factory cluster keep going bright and dim. Its all the lights including the srs and CEL. I have no idea what it can be, everything worked fine last night. The only thing that changed was a buddy put in a new primary o2 sensor for me today while I was at work.

Check whether fuse 15 is blown, and then read this TSB. You may have a common short circuit problem with the wire harness near the intake manifold bracket. Access the wire harness from below. It's right above the oil filter.

Ill check in the morning. I just looked at it and all he did was take a used 4 wire he had and spliced it in. Well it looked kinda ghetto, and I called him to ask him about it. Long story short, he had the key on listening to the radio and he said that two of the wires on the o2 harness sparked together, so I'm thinking your probally right. Would something like that do anything to the ecu?

It's possible that the O2 sensor short you mentioned blew a fuse.

Start by checking fuse 15 and then pull the CEL codes (see forum CEL sticky). Post the outcomes to get more feedback.
