try replacing the pcv valve first..
cheapest route
mine uses bout a litre a month
it reduced my oil consumption a little

after that u can do a compression test and leakdown test

The pcv valve on the intake manifold. There is a hose from the top of the intake manifold to where the valve is. There are 3 hoses right in the center of the intake manifold up top. The one in the center will go straight to the pcv valve.

edit: pic won't work

oil consumption is typically worn oil rings on the pistons. other possibility is valve guide seals.

you may be running too rich a fuel mixture...this will cause the oil to dilute due to fuel running down the cylinders into the oil pan...which in turn would burn away but not cause white smoke as much as full on burning oil...causeing eating away of your oil. Does black powdery film appear on your rear bumper? that could be a sign of running rich.

What's a cure for running rich? Replacing O2 sensor?

Is there one, or two O2 sensors on a 1989 Si? I only see one...but I think I'm running rich too.

Thanks.
