do hx ex and dx parts fit?
exhaust,same for coupes. Hatch back exhaust wont fit. Headlights bolt right up to core. But you need fenders,bumper,hood to make it all work and fit right. Lot of work if you dont paint and dont know how to take apart. Or buy parts that are same color,mite not match tho.
the only thing different between the 96-98 civics and the 99-00 civics are the front end. different hood, fenders, front bumper and headlights. everything from the doors and back are all same. =D
and to the OP.. yeah, a dx/ex header will bolt up but depending on which kind you get, it may delete your cat. because im pretty sure hx's come with the cat. built into the exhaust manifold.
and like stated, an exhaust from a hatch will not fit, but im not sure about sedan parts.
actually there are quiet a few differences, most small.. but larger ones being the frontend like you said, and the climate control. but there are a lot of small things that are different from 96-98 to 99-00 like the horn for instance.. although i think the horn changed in 98.

No, thats not cool.. a car wont pass inspection with a CEL on 
A cold air intake would if anything decrease milege in these vtec-e motors (but they DO sound nice), headers would hardly do anything (bolt ons dont do much for these single cam 1.6 motors) and would trip a CEL, but an exhaust would probably be alright.

but getting some headers would make my CEL turn on?

Yes because the cat and rear o2 (and front o2 actually) are built into the stock exhaust manifold, so it will throw the readings off and throw a CEL.

Nope dont think so. These cars were made to get the best fuel economy known to mankind (out of a gas motor)... not going fast or sounding good.
No, because you rock an HX. It's is VTEC-E motor. It is strictly meant for fuel efficiency. You have a car that was designed for high gas mileage, not racing. The O2 sensor built into the cat that is attached to your exhaust manifold (you don't have a header) is a wideband O2 sensor. You will get a CEL and your gas mileage will go to crap. Save the money and use it towards a swap.
The previous owner thought it would be cool to gain like 12hp or less by converting it to an ex intake and removing the wideband.
12hp isn't dick, especially not to warrant the 10-20mpg loss in mileage.
You bought an HX, so reap the amazing gas mileage, or SELL IT to somebody that can appreciate it and buy a nice little 5spd EX or even an Si.
