Fluctuating temp gauge?. B18C1

Car is a 2001 GSR stock motor besides AEM v2.
MY question is, should my temp guage fluctuate? While idling it will get to about 1/4 up the gauge.
when on the freeway it will stick around 1/8.
while in neutral at about 70 mph (coasting down a hill) the needle will be at flush with the lowest mark on the temp gauge.
other notes, car never overheats, runs fine, no p/s or a/c. 108K.

yep, my temp. guage gets up to just under 1/2 and stays there at all times while the car is running, no matter what the condition.
