Default problems with '98 cluster in '00 GSR

Car is a '00 GSR. Trying to get a '98 cluster to work. Ok so the car was stolen, got it back without the gauge cluster. I know the '00-'01 clusters have the immobilizer key icon in them, so I rewired the connectors for the '98 and the 2 wires for the immobilizer I just left out since they can't be used in the '98 cluster. Everything worked fine until I went to use my turn signals, the tach jumps up and down intermittently with the beat of the turn signals. I also noticed when the lights are cut on at night, the lights that are used in the cluster for the turn signals both left and right are lit up all the time when the cluster is lit up. Now I tried using a cluster WITH the key immobilizer icon ('00-'01) and wiring the connectors back up for that properly and found out it does the same thing. I've checked all fuses that I can think of, even tried another flash relay. When I first ran into this problem I noticed the fuse for the hazard lights under the dash had blown, but since I replaced it it hasn't blown again. So as of right now all fuses are good, and I have the wiring set to the 98-99 diagram. Car runs fine and the turn signals and everything work on the OUTSIDE, but in the cluster is where I'm having problems. Also checked the ECU as someone had the thought that the thieves may had switched ECU's so they could've gotten around the immobilizer when they stole the car, but I still have the P72-A05 used for the immobilizer. I'm stuck. HELP PLEASE?!?!?!
